Plans for new homes to be built on the site of the former North Prospect Library site have been unveiled. Plymouth Community Homes has proposed a scheme which would see the construction of four two-bedroom apartments and four one-bedroom apartments.
The old Greatlands Place Library closed in 2012 and moved to the Beacon where a new facility was built. The old library has since been demolished.
There are no buildings left on the site which have been fenced off with a strong palisade for safety and security. The hoarding of the site is an eye-sore on one of the main thoroughfares through the city.

The housing plan for the site is part of the major regeneration of North Prospect led by Plymouth City Council. North Prospect’s transformation plan has already introduced The Beacon, a community center for the area, with a local store, library, children’s centre, cafe and community space.
The whole project is estimated at £28.4 million. When completed, the North Prospect development will see at least 800 homes demolished, but up to 1,200 new homes built and 300 homes refurbished to higher standards, with 57% deemed to be ‘affordable homes’.
A statement with the application for the flats on the former library site states: ‘There is an ongoing program of regeneration of the whole part of the town to provide modern, energy efficient and space compliant housing as well as new community facilities. This included a new library in the heart of the neighborhood thus rendering the existing library obsolete.
“The surrounding properties are all housing and the site demarcates Wolseley Road. A mix of a smaller number of residential apartments has been described as the most efficient and appropriate use for the site and the applicant seeks to provide these affordable units.
“The site is located in a well-established residential area, close to public transport and all essential local amenities. The site also provides private amenity space for ground floor apartments, private balconies where possible for first floor apartments, and a well-managed green space towards the busy main road to help protect noise development, provide privacy, help improve air quality and provide habitat for wildlife.
“The development will also provide a parking area for each unit which will all have electric charging stations. This provision for parking is considered adequate given the site’s good service with public transport connectivity and proximity to amenities, from shops to medical practices.
“The site is well suited for new housing as it will have parking [with electric chargers], a garden with some dedicated to ground floor units, good open space for rewilding to meet the climate emergency philosophy that will be neglected by apartments for a safe environment “secure by design”. The proposal will provide high quality, highly energy efficient affordable housing in a city that has a massive housing waiting list.
The diagram is for a two-story building with two two-bedroom apartments on the ground floor, then a second floor that can accommodate the same. There will be two one bedroom apartments on the ground floor and this will be replicated on the first. This will provide a total of eight apartments.
The houses will be built off-site using modern construction methods. Documents with the application indicate that it offers the advantage of efficiency and quality control, but also allows the construction process to be relatively faster with much less noise, dust and pollution. obstruction of roads. However, three trees will be removed and will be compensated by the planting of other trees on sites provided by PCH.
MMC’s trial for the construction of the project will also allow the applicant, and the city, to gain experience in this technology and then be able to use this experience to move forward on more important sites, add the documents. Plymouth City Council planners will determine the fate of the request at a later date.
